Small Engines (Lawn Mowers, etc.): B&S Engine Trouble on TB Pressure Washer, troy bilt pressure washer, briggs stratton

I initially purchased a brand new 6.5 HP 2450 PSI Troy-Bilt Pressure Washer a  month or so ago. After initial assembly, it worked like a champ for about a week; then, while operating, I ran out of gas. After allowing the engine to cool, I re-fueled, and it did not start again -- the pull cord was locked.

I checked the initial suspects -- spark plug, built-up pressure, oil, etc., to no avail. I did not get into the engine, as I thought it may void the warranty. Instead, after chatting w/ B&S I decided the best solution was to simply exchange it for a new one at Lowe's.

Simple right? Not at all (!) Upon assembling the new one, I discovered the pull cord on the engine was locked up right out of the box. Keep in mind that my discovery of this was also my first attempt to start it (after fueling, checking oil, purging the system of pressure, impurities, etc.)

Have you heard of this problem as being common to B&S Engines on TB Pressure Washers? Any ideas for what to try for a solution?

If they ship these units with oil in the crankcase (which they shouldn't), it is likely due to it being mishandled during shipping (tipped upside down) and the cylinder becoming filled with oil.  Briggs & Stratton have been making engines for decades and problems like this are uncommon.  You'd have to check with Troy-Bilt to see if they have an issue with the pump itself causing the assembly to be locked up.  Hope this helps.
