Small Engines (Lawn Mowers, etc.): Carb, spiral spring, throttle shaft

I have a techumseh engin on my edger,

I had the carb rebuilt, I took it off myself, took it to the shop and reinstalled it myself. Yes it runs but won't idle. I think I have hooked up the rod from the throttle to the govnor arm wrong. There are three to four small holes in the plate connected to the top of the throttle valve. There is one hole at about 2:00 oclock and two small ones at about 9:30 looking down at the throttle plate. There is also a small spiral spring about the size of a pencil approx 1-1/4 inch long. Do I also connect this spring to the govenor arm

The rod is the connection from governor arm to throttle shaft.  The spring is the connection from governor arm to throttle control lever (the one that the operator controls).  Without your model information, I can only recommend you follow this guideline:  The governor rod moves in the opposite direction to the throttle spring.  The throttle spring acts to open the throttle and the governor rod acts to close it.  By looking at whichever direction the governor rod must travel to close the throttle, you should be able to determine which hole it needs to attach to.  Otherwise, you should go back to the shop and ask to see a parts diagram for your engine.  Hope this helps.
