Small Engines (Lawn Mowers, etc.): briggs and strat - power washer eng, dead money, power washer

Hello,
I'm afraid I don't have the eng. model # but can locate if necessary.  I think this questions is more general.  I've borrowed a 1300 psi gas power washer.  Briggs & Strat. engine - I think 3.5 hp, I pull the line to crank it and the engine does not draw the line back for another try.  I've disassembled enough to know that the sping load on the line mech. works because when I lift that part off the engine the line snaps back in.  Does this sound like something worth taking to the shop for repairs - or would just be dead money spent on a unit whose time has come?  I think engine has not been started for some time - prob. 2+ years.  What is you advice?  Many Thanks

Mark, it sounds like someone "stood" on the engine to get at something on a shelf in the garage. Anyway, the blower housing seems to be pushed down and is binding. You may have to push the area that holds the pulley and spring in the opposite direction to get red of the interference Or.....lift the housing upward and then tighten the 4 mounting bolts.
