Dear Marc, Recently you addressed this question and provided some things to check in the carb. I would be excited to know any further details you can provide about these repairs of the seat and inlet and float. I have this same specific problem and my local repair shop is both too busy and does not provide mower pickup service, and this is an old Snapper rider, not easy to haul around. Any book reference or info you can provide would be fantastic.

Mike,

In order to point you in the right direction, I need you to send me the brand and numbers (model and type) from your engine so I can look up which carb you have (if I can find it on the net).  Then I can detail the repair procedure.

Answer
In order to replace the seat, you need to tap the old seat with a 1/4-20 UNC bottoming tap.  Once you have threaded the seat, you can use a bolt to thread into the seat to break through the bottom of it and push it out.  Then the new seat gets pressed back in place with an appropriate arbor so as not to damage it.  Then you reassemble the carb as it came apart with the new inlet needle as well.  If this procedure is beyond the scope of your tools or expertise, I recommend you remove the carb and take it into the repair shop (not the whole tractor that way) and have them replace the seat.  Hope this helps.
