Small Engines (Lawn Mowers, etc.): Tecumseh 4hp - uncontrolled acceleration, lean condition, air leak

Governor forces wide open acceleration. Almost appears if it's working backward. Using my finger I can feel the governor level forcing the butterfly open. This happens with no throttle command. There is no binding of the linkages and everything looks good and it has not been worked on. Haven't run the engine for two years.

Sorry for the delay.  My ISP was down.

I would first suspect the governor spring.  After that, maybe the linkage has somehow gotten out of adjustment or bent or the governor itself has a problem from sitting.  I would just check things one at a time.  Also check for an air leak at the carb intake area.  Sometimes this will cause high acceleration from a lean condition.
