Small Engines (Lawn Mowers, etc.): B&S Lawnmower Engine, high grass, walk behind mower

I have a 3-year old walk-behind mower with a B&S engine. It has a spring in the governor arrangement. You want to change tension on the spring to change the speed. The spring is attached to a metal tung in the linkage at front of motor, this is made of a tiny metal so you can easy bend this tung. After I did so, now the engine will not retain a constant RPM. This is especially true when the engine is stressed (mowing high grass). Is it as simple as replacing the spring?

Sorry for the delay.  My ISP was down.

The best thing to do with a governor problem is to replace the spring.  If the linkage was moved or has loosened, then that will need to be re setup.  Try a new spring and bend the linkage back to where it was.
