Small Engines (Lawn Mowers, etc.): Craftsman / Walk behind mower, starter repair, walk behind mower

We are needing advice regarding our 6.75 Craftsman mower. After sitting the winter out we went to start it the pull start rope came out and simply dangled there. It will not retract or start. We were told it may be from the spring and starter being exposed or sitting in water and rusting.
We also have a 12.5 HP/ MTD riding mower this mower needed an overhaul last summer, but worked fine. Now it also won't start. We've replaced the battery and it still won't start. When the key is turned the mower does nothing. It does not make any noise or even attempt to turn over. It's as though there is no power. (totally dead).
We appreciate any advice you may have. The mowers are no longer under warrany and we cannot afford costly shop repairs.

Check out this site for starter repair.  Check the starter pawls first, they are prone to rusting which causes them to stick;  this prevents the pawls from coming out and grabbing the starter pulley.

Did you charge the new battery?  Is it connected correctly?...yes, it's happened to me.

Make sure the connections are clean. Use a wire brush to clean the cable ends before connecting the battery.
