Steering Column Repair: 96 chevy ignition on column, torx screws, tilt steering

I recently had a problem with the key not wanting to turn in my 96 chevy 3/4 ton p/u with tilt steering and no air bag. I jumped to the conclusion that the cylinder was bad and replaced it. Now the new cylinder is installed and it won't turn at all, even to remove it is impossible.  I'm wondering if the gears that it drives to turn the actual switch are jammed up and how to get to it to remove it for further analysis as it is behind a plate that I cannot see how to remove. Please advise me on removal of this plate ( behind steering with horn contacts on back side ) and if I'm having a unique problem or if it sounds like there is a different direction I need to go. Hi Mark:

Sorry about your truck.  I need a little more information about your vehicle or a picture of the column.  Can you provide that?  What I need to know is if it has 2 split covers (top & bottom with torx screws that hold them together or if it is a round column with the turn signal bubble on the left side of the upper bowl.  Once I know which design you have I can help you further.

I am enclosing a picture of the second design if you cannot provide a photo yourself.  Just let me know if this is what yours looks like or not.
