94 Plymouth Grand Voyager. The key is turning but not correctly, it feels very loose and is turning further than it should but still not enough the start the vehicle. And when turning it back it feels like something is slipping or turning inside. I also noticed that it is not locking the steering wheel. I assume it is something mechanical inside but is the the Lock Cylinder or, as you descibed in the other question, a broken actuator?

I believe my answer to the previous post may have been wrong.  I am going to correct that.  the problem you are both experiencing is a bad ignition lock cylinder.  
Remove the two covers (held on by 3 20 torx screws).
the ignition lock cylinder can be removed without taking the switch off.  There are however, 2 designs & I don't know which one you have.  Turn the lock to the "on" position.  Then there is either a silver bracket with a black screw holding it in place or simply a release push pin.  I am enclosing a picture of the place to look for either.
Once you release the lock, it will rotate & slide out  You will see a small broken 'shoulder' missing on the end of the cylinder.  You will need to find and remove that piece still inside the switch.
To install the new lock, simply insert the lock and rotate it to all the positions.  The lock pin will protrude by itself or you will need to reinstall the locking bracket (depending on where you bought the lock and what style it is)

The dealer will be the most expensive & can code it to your original key, but any parts store will have them already coded for much much less.
