Answer
lock plate
lock plate
Hi Arville:
Very often the upper shaft will slip down ever so slightly.  When it does, it prevents you from compressing the lock plate fully.  Additionally, the cone shaped retainer sometimes collapses also preventing the full compression.  Here's what you need to do.
Remove the lock plate , horn cam & spring.  By hand, see if the cone will slip over the shaft and touch the inner race of the upper bearing.  If it will not go down, you will need to gently bend each of the 'crowns' out so it will slide over the shaft easily.
Once that fits, then go ahead and reassemble the pieces but do not compress it yet.  With the spring compressor installed (but loose), pull the shaft up and towards you by hand until you feel it jump into place.  When that happens, tighten the compressor nut until you can let go and everything is held in place.  then you can compress the spring and you should have enough room to seat the lock clip.
Good Luck
