Steering Column Repair: GM tilt steering column repair (theft), olds cutlass ciera, steering column repair

Question
I just recovered my 1989 Olds Cutlass Ciera from theft.  The car has a tilt steering column.  The steering column's ignition switch actuator (the cast metal piece with a slot for the tilt's pivot joint)has been broken.  The lock cylinder was not touched.  Is this easily repairable or does the column need to be removed from the vehicle and repaired professionally.  I searched on-line and the ignition switch actuator is available.

A few years ago I was into the steering column to tighten the 4 loose bolts so I'm not afriad to take this on.  Is it possible to repair in the vehicle?  It seems that if the tilt pivot on the left side could be removed this could be done.  Probably requires special tools but that shouldn't be a problem.

It would be nice to use the key to start the car again.
