Subaru Repair: car wont start, negative battery cable, voltage drop test

Recently, I had my transmission reconditioned in my 1996 Subaru Outback.  It was running great for about two weeks.  Then, it won't start.  I have replaced the starter and the battery checks out fine.  I checked the voltage going to the starter at 12.1 V.  So, the starter will turn over twice slowly and will proceed to click 3 or 4 times.  I thought it might be a relay, but the clicking sound seems to be coming from the starter.
I was able to hear the fuel pump at start, so not that.  I have not been able to check the compression yet.  Any thoughts?

I would try doing a voltage drop test at both the positive and negative cables.ButI am wondering since the transmission was just out, if the ground wasn't put back on properly we see  a lot of this.The negative battery cable should be connected to a bracket on the top starter bolt.
