Towing Issues: holding car for ransom, pinal county az, tow yard

A friend of mine had an automobile accident last night.  Her car was towed to a tow lot even though her father told the officers that he would be able to get the car home. Now the tow yard wants more money than the car is worth for them to recover it.  

A while back the vehicle inspector in our county (Pinal county, AZ) told me that no tow yard or impound lot was able to hold a vehicle for ransom in the state of Arizona.


What I am trying to find out is, can she go and demand return of her vehicle and have the lot recover the fee from her later by other means?

sorry for the delay, but Arizona has some strange laws and yes you are able to get a vehicle out of the tow yard without paying, but its like a note to pay deal...  Now as to how to do it, I am not totally sure, but I have this one link saved which tells some stuff.
