Towing Issues: handicapped van parking in front of our shop., handicapped parking permit, local police department

i have a small shop...in the same mall,there's a bank.
the bank manager parking his car in front of our shop.several times...
and he never take off his car until to finish his work.

so i said to him"if u do again,i have to call towing car."
and he said: i'm sorry.i'm sorry.

i thought that i solved this problem.

but now, he does it again.with the other car.
by the way,the car(van)has handicapped permit.(our parking space is green curb.20min...)
and he said."from now on, i can parking here...i will parking every day only here,in front of your shop.

i think it is bussiness interruption...so what can i do?

well, I wish I had an answer for you which would be specific and have all the answers but since I do not have any idea of where this is happening and that means that I have no idea of city, county or state rules and regulations which would apply.

Now this does sound to me at least as if this person does not care about anything, and that can work both ways.

I would suggest you contact the local police department and talk to them about the misuse of the handicapped parking permit. After all if he is parking there all day then it can stop other people who are legally entitled to use that space from using it.
And then if you do not get much help there, talk to the DMV where the permits are issued, as the permits do come with rules. They might be able to help you with this issue.

Shared parking lots tend to have lots of issues like this where people park in what others consider their spaces and as such all kind of issues happen.

Wish I really had an answer for this question.
