Towing Issues: Towing, Stripping my mothers car, tow truck driver, small claims court

I live in the state of Maine. my mother was in auto accident
The towing company that towed the car, did not wait to hear
from the insurance company. In less than 30 days they
chopped my mothers car up. They said it was a mistake. That
they got it mixed up with another car. They want me to pay
for the storage. and call it even. Could you tell me what  
the laws are in ME. I was told also from somebody else that
they could only charge me storage for 7 days. I was never
contacted by them.The accident was my mothers fault. I was
going to have it repaired out of my own pocket. She didn't
have full coverage. When the body shop tried to get the car.
The owner of the towing company wanted him to Lie, and tell
me the car was not worth fixing. Hope you can help me,

I really have not had much time or luck in finding stuff about Maine.

It appears that they are about the only state which really does not require insurance on vehicles if they are paid off or something like that.

Now I did find a proposed law which was from 2007 dealing with towing vehicles, and abandoned vehicles. I am attaching it here.

But this sounds funny to me, as they claim it was a mistake and yet they want you to pay for the vehicle.

It sounds to me at least (not a lawyer, just a tow truck driver) that they should be bending over backwards to solve this, as they did break the law and dispose of a vehicle which they did not own or have permission to do so.
I would think that in Small Claims Court or elsewhere they would get their asses handed to them by the judge for this.

Wish I could help here, but this is one for a lawyer or a lot of very strong talks with the tow company.
