Is I684 in ny an open tow zone that any company can tow off of? If not what companies can tow on in?

wow, interesting issue, but I can not really find out the answer.

A lot of highways have "Service contacts" which are bid (read the tow company pays for the rights to tow) and that is what the question is here.
