Towing Issues: my car was towed, san leandro ca, fire lanes

i live in san leandro ca. i have read vc22658 and it is a little confusing. i live in an apartment complex and my car was towed within 10 min. of being double parked due to someone being in my spot. i had to run into the apartment so my son could use the bathroom. it is a gated complex and there is a contract with the towing company to tow cars that are "improperly parked". is double parking considered improperly parked if nobody told me? the guy who signed for the cars to be towed did not verify that the cars were improperly parked before signing due to being sick. just opened his door, signed, and went back in.  is there something wrong with that? i thought that at least an hour had to go by before towing?  the tow truck that got my car would pick up cars from my complex, drop them off at the dollar tree parking lot down the street, and have a flat bed come get the cars and take them to their lot...is this illegal??? please help me

Well as you read the VC  which affects towing of vehicles, you noticed the section regarding fire lanes I hope.

Double parking is illegal as you are not in a "LEGAL" parking space, and in most times you are in the aisle which in most apartment complex's are designated as a fire lane.

Signing the notices - authorizations is required, but as far as I am able to understand the law the person does not physically view the vehicle. The tow company is generally required to take pictures of the violation and that is also used in court if you go there.

The hour waiting time, does not apply to vehicles in fire lanes or roadways - aisles.


And for them to take the vehicle somewhere else and then retow it, I believe (my understanding) is not allowed. But I could be wrong.
