Towing Issues: Handicapped sign hanging from rear view mirror, rear view mirror, mother and grandmother

I live in a private townhome complex with HORRIBLE "rules" of towing cars
that are parked on the street.  I say "rules" because they (property manager
and a few board members) pick and choose who gets towed.  Some cars are
parked for days with not getting towed and others within 20 minutes are
towed.  Anyway, my mother and  grandmother were visiting and the
Handicapped sign was hanging from my mothers car and she parked in front
of my house (no space left on my driveway) and within 20minutes she was
towed. Amazingly enough the handicapped sign was on the seat of my
mom's car when she picked up her car. I live in Illinois.  Isn't this against the
law?  There is a sign that states Unauthorized cars will be towed but I thought
handicapped cars didn't apply.  Am I incorrect?  She wasn't blocking anyone
from driving by or by a fire hydrant.

unfortunately, when you live in a "Home Owners Association" (HOA) complex you will have different rules than just normal public complexes.

Yes some people who run then, tend to develop power issues and become obsessive about it.
If they decide that only purple cars can park in the street blocking everything only on Tuesday at 2 PM then that is the rule.


Now I have to say that a handicapped permit does not allow you to break any rules, regulations or laws as a general rule, rather is allows you to "LEGALLY PARK" in designated handicapped areas.
