can a tow company still charge you when your parking sticker falls off the window onto the dashboard falling a little below the black lining of the window frame?? and are they allowed to open your car??

The problem may come after the fact. You may have a valid or authorized parking permit but the sticker can't be easily viewed. Most parking enforcement complexes have approved or designated locations for the permits. Since the permit fell or wasn't in the designated location it's still your responsibility for proper viewing.

As for opening your vehicle some people think the tow operator is scavenging through the car. In most case, it's necessary to release a parking brake and secure the steering wheel. It's the tow operator's duty and responsibility to safely transport any vehicle without damage or injury to themselves and anyone else.
