Towing Issues: Towing charges and practices for repos in PA, repo company, personal belongings

My car was just rep'd by on Monday morning. Repo guy just came and took it at 4am and did not give me any chance to get my personal belongings out. Can I ask a silly question? Wouldn't it help matters some if they left SOME sort of information regarding the fact they took your car and WHO took your car? Nothing was left and I ended up calling the police first because I thought it was stolen. They basically laughed at me when I did tell them I was two months behind, and basically didn't want to be bothered knowing it could have been repo'd..
I had to wait until later in the day to finally find out who had my car as my finance company did not have the correct information.

Also..
Are their fee's negotiable at all?? They are charging me 300 for towing and a 30.00 a day storage fee and I can't get the money together until my boss decides if she wants to give me a pay advance next week..so the car is going to be sitting there for another 3 or 4 days...racking up about a 500 total fee..

Also is there ANY regulation with the companies saying they cannot do certain things or charge over a certain amount?

I am sick knowing that I am racking up such a dollar amount for my car just sitting somewhere in a lot..

I really apprecaite any information you can provide..

Generally repossession companies do not charge storage or not until after 10 days to allow the debtor to redeem the vehicle. This is required by law (the ten days that is). Usually the repo company is required to notify the police department when they pick up the vehicle unless contact is made. FDCPA prevents a repo agent from making contact before 8am and after 9pm. I would contact your finance company and ask them about the storage charges. As for the fee that is about average.
