Towing Issues: personal property, towing association, local police department

my car was towed with my personal property inside.i am not the registered owner,towed for not having tags up to date.can they charge me to get my personal property out if i have registered owner to the car?

Generally, most tow companies will allow the release of personal contents such as prescriptions, eye glasses, house keys, wallets, vital documents, etc. to the registered owner without payment during normal business hours. A few states have laws where personal content release isn't required until the tow bill is paid in full.
