Towing Issues: exempt for hire, tow truck operators, tow trucks

Question
Can someone please point me in the direction of the exemption of tow trucks on the FMCSA site? I know I seen it there awhile back and can't find it now.
It was something to the effect of: " interstate carrier of exempt commodities (emergency transportation of wrecked and/or disabled motor vehicles)". I just want to see the rule of towed vehicles being exempt commodities to verify I don't need an operating authority.Then again,maybe I dreamed it.

If I am correct you need an exemption for tow truck operators to move commercial vehicles, correct? I have also searched the web and some literature from some of my training classes. I know in Haz-Mat situations you have to be NIOSH or OSHA certified. As for the other, I have yet to find anything. Let me know if I am tr5ying to find the right info.
