Towing Issues: Towing while present, christmas day, wrecker

Question
Hello,

My question pertains to towing while a vehical owner is present in Maryland. On Christmas day (of all days) my mother-in-law parked her car behind our vehicle. She was parked illegally and one of our not so nice neighbors decided to call it in ON CHRISTMAS!!! lol That's besides the issue. We noticed the car was being towed before the guy even had the car hooked up. We can out as he putting the hooks on the car and while we were present he proceeded to put the car on the truck bed. My question is, can he legally tow the car when the owner is present and ready to remove the car themselves? We had to pay a $50 drop fee to get him to leave the car. Once again, it wasn't on the truck yet.

Thanks!

Answer
In all states that I have dealt with and researched and from personal experience, any time a wrecker is dispatched then they are entitled to compensation. Whether they call it a drop fee or GOA fee, they are still entitled to be paid. The fact that your neighbor called is the issue I would concern myself with. Does your neighbor have the authority to have a vehicle towed?
