Towing Issues: towing a car while it is on, fire lane, holding the baby

my daughter put her car in front of the apartment  in the fire lane,in a residential complex.  She went inside to get the baby when the towing company came and hitch the car.  She ran to tell him that she had just got the car there and was getting the baby.  She was holding the baby at this point.  This happened in a matter of 5 minutes or less.  We live in Massachusetts, is it legal to tow a car that is on?

Yes, especially in a Fire Lane. You cannot park in a Fire Lane and not expect to get a vehicle towed. If there had been someone sitting in the vehicle with it running that was able to move it, it may have been different. It is still not legal, but the vehicle could have been moved.
