Towing Issues: Towing a Vehicle, tow rope, drive wheels

Can you legally tow a vehicle with a truck using a tow rope to go about 8 blocks down the public road?

there are some states where it is illegal to do that, but since you did not tell me where this would be happening I can not provide you the answer...

BUT I want to point out one thing about using a tow rope to pull a vehicle down the road.

You have power steering and power brakes which operate off the engine when it is running, so they would not be working properly.

Also with some vehicles, towing or moving then down the roadway with the drive wheels on the ground "COULD" cause transmission damage  (some vehicles limit this to 5 mph and 100 feet or so...
