Towing Issues: PUCO Number and am I required to get one?, tow truck operators, carrier safety regulations

I was reading about the PUCO numbers and the requirements thereof however I am confused, the law says: Several categories of tow truck operators are exempt from PUCO registration requirements and federal motor carrier safety regulations, including:

I would fall into this catagory I think if my understanding about
For-hire tow truck companies that operate entirely within one or more contiguous municipal areas.<<<<(what does this mean)
I have a tow truck and I am about ready to put it in service to service my town and the towns (counties) connected to my county that are surrounding me so tell me what is the rule for me in regards to getting a PUCO Number and am I required to obtain one?

Answer
From what I am reading about Ohio and the PUCO office now, it looks like there will be a total remake of all the laws to close a few of the loop holes which people exploit.


Best advise I have right now, is to talk to the PUCO office and see what they say as changes are either coming or starting to happen...  

I am trying to keep up, but the amount of laws and such which change on a monthly basis is amazing, and hard to keep up with.


Also if you are starting a tow company, I hope that you have some experience in the business, as it is one which is not as simple as it seems.
