Towing Issues: Move car prior to tow arrival, move car, baseball cap

I was parked ilegally in an apt. complex. i was informed that my car was about to get towed. went to move car and peron claiming to be a cop(in tshirt,jeans, and baseball cap with no badge) told me i could not do so. he said tow truck on the way and i would have to talk to him. 15 min later tow truck arrived. car was not told only because the "cop" says HE explained the situation and is going to let me SLIDE. can someone not allow me  to move my car even if tow truck is not there yet?

Unless the individual shows you identification then you have no way to know that he is a law enforcement officer or not. Unless an officer is on duty and receives a complaint, then in most states towing from private property is not the duty of the officer. The only exception would be if he was employed as a courtesy officer for the complex. I would try to find out who the person was. I would even ask the complex if they have a courtesy officer or employ an off duty officer.
