Towing Issues: towing/ lien issues with different owner, dmv web, california dmv

Question
This is complex- i hope you can help
i am in California. I left a vehicle that belongs to my wife and still has the name of her ex-husband associated with it. I left the vehicle with my daughter's mom for her to sell. It appears she sold or transferred ownership, yet the registration was never changed from my wife's name. At some recent point of time- The vehicle was towed and stored-Now they want about 800$ to make the problem go away.
Is my wife and i liable for this collection fee notice /when the owner of record is different?
Can this be beat in small claims or is it not worth the hassle?
thanks for your answer- Lenny

Answer
I will have to say that you should check with a lawyer on this issue as it is complex from what I understand of it.

But California has a ton of laws regarding towing and such, including lien processes and the collection of bad debts for towed vehicles, which can include the drivers license being suspended for unpaid fees.

You can start researching this online at the California DMV web site listed below.

Pay attention to sections dealing with TOWING, LIENS, and ABANDONED VEHICLES...

I would point you to specific locations, but you have all the answers and I do not.

You can get most of the answers here, but you will have to drill down a few layers and see what they say.
