Towing Issues: Tow Truck Parking IlIegally?, value of my home, eye sore

Question
QUESTION: Hi,
I own a semi-attached home in a quiet, nicely developed section of Staten Island, NY.  There is a car dealership approximately 3 or 4 blocks away.  For some odd reason they've been parking their large flat-bed tow truck in front of my home.  It's not blocking my driveway but I feel it is bringing down the value of my home and neighborhood.  He keeps one car ON the flat bed and another harnessed to the rear of the truck.  No plates on either one.  He also has parked 2 vehicles, one which has no plates and another which has a dealer plate from Georgia.

They are parked on the block ALL day and are a serious eye sore.  Are there rules and regulations against this?  I have to believe there are since I've never seen something like this before.

Any help would be greatly appreciated.

Thanks

ANSWER: Unless the driver/owner lives in the neighborhood I don't believe they can park in front of your residence. Have you contacted local law enforcement?

QUESTION: I haven't called yet because I wasn't sure what my rights were.  I have tried to find out via NYC's website but it's pretty hard to find IMO.

What regulations is the company breaking?

Answer
I don't know of any regulation but they can't just park in front of someones house. You are entitled to a certain amount of curtiledge around your residence. I would first contact the dealership and ask if they have an employee that drives the truck and explain to them the problem. If that doesn't work then I would contact the city or police department. Let me know what you find out.
