Question
My boss recently bought a tow truck he has a car dealer he buys cars and resale but my question is  been a lien holder of the car can we go to an apartment complex and tow without consent or we have to notified the manager first ?
I do have  incident management license

Answer
Well this sounds to me like you are in Texas and also want to repo the vehicles when they have not made payments...

I am not sure of what else to make of the information that you provided to me.

Now I am aware of Texas and the TDLR stuff and I am trying to follow this as close as I can, but its hard to do. They keep changing the laws and regulations and even how they chose to interpret the regulations daily or even hourly.

Repos tend to have different rules than standard breakdown towing or accident towing and as such it becomes more complex following the laws.  But as to notifying the management, well that kind of creates the issue that they might notify the person who you are looking for to move the vehicle.

If you are in Texas I suggest that you contact the TDLR or either of the state towing associations and see what answers the might provide for you.
