Towing Issues: Ticket and Tow on residential street CA, residential dwellings, treasure trove

I was given a ticket for 4000(a)(1) right in front of my house.  I read the law, it says, you are only in violation if you are in a "public off-highway parking facility" or "private off highway parking facility open to retail customers"  to me a residential street does not fit those terms.  Can I really be cited for this?  Also the officer told me that he would tow it if I didn't get it registered.  I also remember reading somewhere that they cannot tow it if there are a certain amount of residential dwellings around.  I can understand being towed from anything with parking stalls but residential streets in front of a house, I can't be certain.

So can I be ticketed for 4000(a)(1) on a residential street in front of my house?
Can I be towed on a residential street in front of my house for expired tags?

No person shall drive, move, or leave standing "upon a highway", or in an offstreet public parking facility


Upon a highway is a key here but knowing California there has to be a huge pile of other laws which would affect this issue and define what a highway is...


It comes down to "revenue" as I see it... California is broke and so they are going after all the money they can find. Unlicensed vehicles are a treasure trove for them as if they get registered they get money for that.


It sounds to me as if this was legal, and you are out of luck. If you read the whole thing there are exemptions for vehicles parked on private property.. Why was it not in the garage or driveway is what a judge will ask.
