Towing Issues: Storage fees, city of santa monica, van nuys ca

Van Nuys Ca. The tow yard is charging 40 dollars per day, and Lien 35 dollars. My car had a 5 day hold on it because of second offense dui charge. The tow charge, I understand 160, city tax, 10% ok but is there a limit of daily fees and are they allowed to charge lien fees if the car was out right after it was released by the CHP. Last time my car was at the impound the daily fee was 33 dollars and that was in the city of Santa Monica. Something makes no sense to me. Please help. I know I screwed up and they should chop my hands off, but is this practice legal?

each contract with the tow company and police department is different and the difference in contracts between CHP, Van Nuys PD, and Santa Monica PD means that tow fees, and storage fees are different...

Now as to the "lien fee", as per state law they are required to start the lien process in a certain period and failure to do so timely means they can get fined or worse and possibly lose all rights to collecting any storage fees.
Now I can not tell you specific information on rates because its real hard to find that kind of information online and so I wish I had it, but can you image what the files and desk here would look like if I had all the rates for all over the country with each City, County and State agency and tow company.
