Towing Issues: How does my friend keep getting his car released from impound without a drivers license?, tow company, valid drivers

My friends vehicle was impounded (Phoenix, AZ) because he's been cited more than once for not having a valid driver's license. This is the second time his vehicle has been impounded in a year and a half. I don't understand how he gets the vehicle back without proof of a valid driver's license? I think he has a driver's license from Mexico, is that sufficient to retrieve the vehicle but not to drive it in the US?!

Well depending on the requirements for the police department to get a written release for the vehicle.

Then he can go deal with the tow company and their policies on releases.

Most tow companies will only release the vehicle to the registered owner and if they do not have a valid drivers license then they will need a licensed driver to drive the vehicle off the property.

And then of course there are ever requirements spelled out in the contract with the police department which can affect this answer also.

As to the Mexican drivers license issue, well as long as he has valid identification it is hard to say what else to do.
