Towing Issues: towing miles, storage yards, mile zone

my car was towed 13 miles to there storage place and i was told that my car could only be towed 10 miles to there srorage place

I am guessing that you are talking about California laws regarding towing.

As I understand it they "TRY" to keep it in the 10 mile zone but given the fact that "tow company storage yards" are not wanted in certain areas and even when they are in "industrial or commercial" zoned areas they are denied permits to operate.

I am not sure what the state is doing about this rule as far as enforcement...  

Sorry for not having the information but since I am in Alabama its hard to keep all the rules from everywhere current and available.
