Towing Issues: Tow Drivers age, ahold, tow truck

First i would like to thank you for helping all the people like me.I Live in Virginia and i just started using a roll back. As i have talk to the guys now around here they tell me there is a new law going into effect on July 1,2009 that you have to be 25 to Tow . Is this True?

I have been trying to follow all the BTRO rules which are supposed to be taking effect and I know that I am not seeing all of them on the Internet...
