Towing Issues: ILLEGAL TOWING, home nurse, nurse care

My wife does In home nurse care for a spanish speaking family in a apartment complex. While there her car was towed to repave the the parking lot. Notices were sent in English to the residents about the work, so they didn't  inform her about this. No signs were present about this repavement work. Several other cars were also removed because most of the residents don't speak/read English.

It's not the tow company or management responsibly to give notices to resident or tenants in any other language other than English. Don't blame or fault them for the miscommunication. It's the tenants responsibility to understand any notices or other written information given to them or find an interrupter for assistance.
