Towing Issues: impound problems, vehicle owner, gray area

I was driving my boyfriends car from San Diego to my parents house in Santa Barbara because he currently is incarcerated and needs to store the car. I had a release form from the jail getting permission to have the keys, his wallet, and other small belongings. Long story short, I got arrested in LA, the car got impounded, and now that I'm out, they are saying that I cannot get the car out of impound! They told me that I need to go back to SD and get a signed notary from my boyfriend, IN JAIL, for clearance to get the car out OR get my belongings out! Meanwhile, every day that passes its an additional $30 dollars. On the other hand, my car is titled under my father and when I have gotten it impounded in SD I have no trouble getting it out! Something doesn't sound right to me....

The procedure for releasing the vehicle to the owner and the vehicle owner only is correct unless a power of attorney or notarized letter is accompanied with the authorized person and other required information. As for the father daughter scenario technically the vehicle shouldn't have been released. They may have released because of matching addresses with last names or other means but this is only speculation and a huge gray area for release, in other words they did you a favor.
