Towing Issues: towing with passenger in tow car, tow car, tie downs

I cannot find any rule or information in the Garden State Towman's Association Rules for Towing about having a passenger in the towed vehicle, is there any information on this matter. Thank you very much for any help in this matter

It comes down to common sense and is debatable by many towers. Most or all towers would agree wheel lift towing with passengers in the vehicle is completely unsafe and unacceptable. Some would argue flatbed towing is okay if in a pinch as long as ALL four point tie downs are secure (which is federal law anyway). My personal opinion is calling a second truck or service vehicle for extra passengers. We are the trained professionals and know better, that would be the juries opinion if something tragic happened!
