Towing Issues: Permit doesnt fit mirror, rear view mirror, small claims court

I work in a building (in Ohio) where one of people who
works maintenance seems to have a grudge against me.  I
have a permit for the lot, but the part connecting my rear-
view mirror to the window is too wide to hang it from, due
to features like onstar that was put in it by the
manufacturer.  I've kept the permit in my dash ever since
I've had that car, and today I believe this worker was on
the phone with the towtruck company as I was walking to my
car.  When I was driving away he yelled at me to have my
permit hanging from the mirror.  Can my car be towed if the
parking permit is laying in the dash perfectly visible to
someone looking in my windshield?  Also, if the worker
maliciously has my car towed knowing I have a permit, can I
sue him?

Well, it does seem a bit nit picky as to having it on the mirror verses the dash but there are generally reasons for it on the mirror.

The one main one is its easy to check vehicles to see if the permit is there if it is hanging from the mirror.   Now as to the mirror being to wide to be hook the permit onto.. Is there the small metal piece at the windshield that will let the permit fit (its usually where the pivot point is)

Or is there a way to buy a clip and hook it to the mirror that way?

Just offering a few ideas, as its hard to say how "TOUGH" the management and tow company will be about following the rules without being towed.

And if you do get towed, well you always have the option to sue the people involved, as that is always available with small claims court.
