Police ordered tow

I parked in front of a friend's residential house to feed his dog while he was away. I'm in the house 15 minutes max, and come out to see my car being towed away. Ugh.

I look and find a small sign with a no-parking symbol, which says "During school hours 8am-4pm." Not very obvious, and I parked around 8:15am. Clearly someone was ready for this "violation." I didn't see the sign and I can deal with the ticket I received. However, did my car need to be towed? The sign doesn't say tow-away zone. Does the law here state that they can tow with no warning in this situation? To sum up: I was both ticketed and towed quicker than a dog could eat and go #2.

Also, I was charged for a day's worth of storage by the tow company. Are they allowed to charge immediately upon arrival here?

Well I have to say, that if they just ticketed vehicles and left them in place it kind of defeats the purpose...

But I have checked for specific Phoenix regulations and have found this stuff on the Phoenix Police web site..
