Towing Issues: towing from my apt, government housing, rental agreement

I have lived in my apt for 1 yr, I rented out a carport and paid in advance. Last night I parked in the carport and didn't put my tag on the mirror.  I was tolded that if someone parked in my space I could call the tow co to remove a veh. yet  I was parked in my space with my veh registered with the  rental office can a tow co just drive around in the complex and tow without the rental office permission? i live in Ypsilanti Mi in government housing.

If you registered the vehicle and were issued a permit - Tag and it was not visible, then it is subject to towing as per the rules - rental agreement...  

Basic practices are that any vehicle without a permit /tag get towed in most cases and remember that the office is generally closed at night so there would be not way to check and see if the vehicle is on any lists...
