Towing Issues: Towing of Commercial Vehicle, prince georges county maryland, prince georges county

My husbands work vehicle was towed from our community (visitor parking section) but the proper pass was displayed in the window.  According to the home owners association they can tow at the owners expense.  What are the rules because the tow truch had a list of commercial vehicles that was excempt from being towed at this location.  Property located in Prince Georges County, Maryland

Well this sounds like one of the locations where the tow trucks do "patrol - cruise" the lots looking for violations.  
That being said, if what you say is true about the vehicle being on the list (he did not change vehicles at all recently???) and the pass being displayed, then it might of been an HONEST MISTAKE... Yes tow truck drivers are human also and do make mistakes from time to time.

But since you also mentioned it was parked in the "visitors parking section" the management might of had it towed, because your husband is a tenant not a visitor and that might of been the reason for tow...

There are a few issues which might of been the reason to be towed and I do not know the whole story. Have you checked with the HOA and seen if they changed the rules or anything like that.  There are other issues which might of happened. Generally parking "commercial vehicles" in parking lots is frowned upon in most all locations due to "quality of life" and "appearances" issues.  
Some areas have regulations that trucks over a certain weight rating can not be parked at a residence and that even gets touchy as when going by weights, you rule out parking motor homes at houses and such as they weight over the limits.
