Towing Issues: My car was towed I was never notified, certified mail, tow company

Can a tow company tow my car and keep my car in pound for over 30 days with contacting me.  My car has tags and everything.  I happened to drive by and see my car.

No, the tow company must contact or attempt to contact the last registered vehicle owner by certified mail. If the vehicle is registered to you and DMV has your current address you should have received a letter or notice in the mail. Since you didn't give the state I can't tell you the required amount of time but generally it's within 1-2 weeks after the tow.
