Towing Issues: Damage to police towed vehicle, tow operator, towing company

My son was arrested and taken in to police custody, his vehicle was left on the side of the highway to be towed by the police. When he recovered his vehicle from the towing company there was extensive damage to his vehicle, the towing company noted that there was damage to the vehicle when they picked it up to tow. Clearly the damage was done while the vehicle waited to be towed. Who is responsible for this damage? Thankyou.

If it marked on the tow ticket with police present while the vehicle was loaded your argument would be hard to prove. If the police were not present (which is usual) most police vehicle reports are logged and the arresting officer does a walk around and inventory on the vehicle before it's released to the tow operator. If you feel damage was done after the fact contact the police towing resource officer and towing company.
