Towing Issues: Towing a disabled persons vehicle, towing company, private entity

Can a private entity such as a hotel legally tow a persons vehicle if the hotel has posted the international sign indicating that usage of this parking place is to be used by a persons with a disability as long as that individual displays the parking decal indicating that the individual has a disability?

Answer
The property owner or management has the right to remove any vehicle on their property. The hotel can authorize a towing company to remove a vehicle parked in a disabled parking spot which is displaying a disabled permit. What was the the reasoning the vehicle was towed? Was it a valid logged vehicle with the hotel or did the parking permit/pass expire? The vehicle can be removed if the vehicle had a expired parking pass regardless of special conditions on parking.
