Do they have the legal right to keep my personal property remaining in my car after it has been towed.

Define  "personal property"


That is a big key here...

As a general rule, personal property such as "bank records, credit, debit cards, medicines,keys, school books, and such" are released to the owner upon request.  

"personal property" such as stereos, speakers, rims, tools are considered to be "with the vehicle" and will not be released...

If you really wanted (for example) your $5000.00 dollars of stereo and rims from your 1974 Ford Pinto wagon which is wrecked and has no insurance..

Do you think that if you were the tow company that the customer would pay the tow bill to get the stereo and rims or would you let them take the only things of value and leave you with a vehicle which has no value, which would cost you further money to get rid of legally ?

And then there is the other part of the question which you did not provide... What was the reason for the tow,  if the police department had it towed for some reason they might have a hold on it where no one can get anything out of it at all till you get a release from the police department.
