Towing Issues: claiming personal belongings, personal belongings, aftermarket stereo

I have an aftermarket stereo system, subwoofers and amps that I want to retrieve but they say I can't take anything connected to the vehicle out, but I read this 46.55.090 as part of the WA towing laws that makes it sound like I can retrieve these belongings. So I guess my question is can I actually get this stuff out?

We do not allow stereo components attached to the vehicle to be taken out. If you pay some portion of the tow bill they may let you have that stuff. Otherwise you will lose your car, your stereo, and still probably be sued for the money left owed on the to bill after your car is sold
