Towing Issues: Private Property tow, home owner associations, sure what kind

I live in a housing track here in victorville CA.  They are going to work on our streets.  They don't want our cars parked on our own driveways. (Now bear in mind we recieved nothing form the association just a notice form the construction company) Can they have our vehicles towed off our property?     I keep hearing no and what I understand of the vehicle code that would seem to be the case.  But thought I would check around any way.

I really hate questions involving "Home owner associations" as they also have "covenants and regulations" which they have which are applied over and able state laws...

I am not sure what kind of "street work" is going to be done, but as to requiring you to not park in your own driveways it sounds like some paving or sealing of the street and maybe parts of the driveways will be done...  

The construction company "Might" have the rights due to the way the repair order - contract is written to say they will have vehicles towed, but that is not very common.. I am thinking they do not want to have peoples vehicles close to the work as if it is spray coating (seal coating) the streets it is kind of similar to spray painting...  There can be some over spray of tar like materials which could get on vehicles, and they do not want to be responsible for that kind of damage...

I really have no real solid answer here on this issue, have you checked with the association officers ?
