Towing Issues: car was towed without a warning sign, tropical storm fay, dmv web

hi my car just got towed, never got a warning sign on it is this ilegal.  What are the rules on getting a car towed.
In the state of california  San jose City.

I need a lot more information than what was provided to answer this question correctly...

Yes warning notices are needed in some cases, such as abandoned vehicles and such, but if it was parked in a fire lane then there is no warning... And what if you were parked on a City street, that is a whole new ball game...

You might of been arrested for something and the vehicle was towed for safekeeping...

Get the idea, information is needed...
