Towing Issues: A tenant threatening to tow my car, trash dumpster, dmv web

I live in Los Angeles, CA in an apt. complex for the last 10 years.  My roommate and I have tandem parking but for several years, one of us parks against a wall where the trash dumpster is and there is NO "no parking" sign nor is it a fire lane.  Another tenant parks his motorcycle there.  In no way are we blocking anyone's car..trust me..been doing it for many years!  A new tenant moved in about 2 months ago...The other day, my roommate and I both got a note on our cars saying if we obstructed this person's spot one more time she would tow.   IS THAT LEGAL?  She is not blocked and there is plenty  of room.  The landlord doesn't' want to get involved.

Answer
If the landlord does not want to get involved then it will be hard for the tenant to have the vehicle towed unless she "misrepresents" herself as the manager - owner of the property.

California has very  strict laws regarding parking on private property and also who is authorized to have vehicles removed. There are also very severe penalties for people who "authorize an illegal tow"
